Opening Session - Through and Beyond: How Latin America is Confronting COVID-19
Description
The COVID-19 pandemic has presented significant challenges for the Latin America region, raising the question of how health systems can overcome emerging and systemic obstacles, and take advantage of opportunities to rebuild and prepare for future health crises. This opening session brings together a diverse panel of renowned experts to share insights on how the Latin America region can effectively confront and move beyond the pandemic. There will be a high-level overview of the regional landscape and situation, with presenters sharing how governments, multilateral organizations, private organizations, and academia work together to improve health outcomes and access. There will also be a discussion on the key role health economics and outcomes research (HEOR) is playing to support healthcare decision-making in prioritization of health investments and pricing and reimbursement of critical technologies, including COVID-19 therapies. Finally, how the health systems can ensure adequate integration of novel technologies in this challenging era will be explored from a multi-stakeholder perspective.

Educational Symposium - Precision Oncology in Latin America: Are We Ready to Realize the Promise of Innovation?

The pandemic has placed in stark contrast the fact that the same treatment does not always work the same for everyone, while also deepening the need for innovative regulatory and reimbursement pathways to facilitate timely access to life-saving diagnostics and treatment. As we begin to look to a future beyond the pandemic, we must consider how the healthcare ecosystem can evolve to take advantage of these learnings, especially for growing therapeutic areas such as precision medicine, has enormous potential to change the way treatments are deliverable and to be an engine for transforming health systems. Although precision (or personalized) medicine is already reaching patients in several countries around the world, Latin American countries still struggle to advance access for patients that stand to receive tremendous benefit from its application. In the case of Precision Oncology particularly, most regulatory and reimbursement decision making processes within the region are still tailored in a way that focuses on organ-specific diseases and thus treatments, rather than focus on molecular specific diseases thus facilitating decision making around growingly available precision therapeutics. This existing paradigm creates challenges for ensuring timely access for patients to precision oncology therapies that were developed for increasingly smaller, better-defined populations based on their molecular profile. To overcome this challenge, Latin America HTAs will need to consider how their decision-making processes may need to evolve in order to optimize the assessment of these precision oncology therapies. Given the tremendous positive impact that these therapies can have for patients, and their growing availability, we need to start the discussion NOW on how the different stakeholders within the healthcare ecosystem can work together to overcome this challenge.

Universal Health Coverage in Latin America: the Long Road Ahead
Description
- Latin America has made significant strides towards universal health coverage (UHC) in the past couple of decades. Some countries in the region have achieved UHC, while others are on the path towards it. The COVID-19 pandemic devastated already fragile health systems and further highlighted the importance of UHC for promoting health equity and quality in Latin America. However, the expanded healthcare use and costs bring many challenges for funding and fostering efficiency. The session will examine the current status of UHC in the region, opportunities for innovations, and UHC implementation gaps. Speakers will share their experiences and perspectives on how we should advance and sustain UHC in Latin America focusing on priority setting, assessing UHC progress, innovative financing, and strengthening capacity.

Real-World Evidence: Is Latin America Ready?
Description
- The value of real-world evidence (RWE) in healthcare has been increasingly recognized worldwide. RWE has seen a surge of interest in recent years in Latin America, but significant challenges and gaps remain. The COVID-19 pandemic opened a new era for RWE by creating the need and the opportunity to accelerate the collection and use of RWE due to broader adoption of digital tools and telemedicine in the region. The session will outline the current landscape and future trends of RWE in Latin America, address the challenges and barriers that impede the adoption of RWE, and explore how to harness and apply RWE to its full potential. Case studies from the region will be provided to illustrate how to appropriately collect and analyze real-world data to generate good quality RWE and how to use RWE to inform healthcare decisions.

In the context of Health Technology Assessment (HTA) in Latin America, it is essential to have the right measurement tools that allow an objective assessment of the impact that the introduction of certain technologies has on patients. The case of Mexico marks a milestone in decision-making by promoting the inclusion of Quality-Adjusted Life Years to the HTA process. The EuroQoL protocol determines the Mexican social weights for quality of life that can facilitate comparisons between countries in Latin America.

Educational Symposium - New Pathways for Onco-Hematology Care in Latin America

The increasing prevalence of cancer represents a significant and growing burden worldwide. While advances in prevention, early detection, and treatment have led to improved survival, the rapid introduction of new onco-hematological medicines has raised concerns about the ability to provide and sustain affordable access, even among the countries around the Latin America.
Solutions will only be found by constructing a forum where the relevant players (patients, providers, payers, policy makers, and the pharmaceutical industry) might come together to reflect on an ideal approach to cancer care. In this panel, we intend to facilitate an open dialogue between different experts from different countries and perspectives, about better integration and innovation models in Onco-Hematology focusing on how to improve the performance and efficiency of these patient care.
We will discuss different initiatives from countries with one of the strongest and most important HTA processes in the world, such as the UK and Canada, including lessons learned from the Cancer Drugs Fund (CDF) in UK and the feasibility of creating similar models in Latin America - at which points our healthcare systems needs to evolve to have a mechanism to pay for cancer drugs similar to what has been established in the UK since 2010 and especially what benefits a model like this would bring to LATAM, mainly in dealing with uncertainties and improving the collection and use of real world outcome data, thus increasing the level of management of the disease as a whole.
But the discussion goes beyond the Fund - An example from Latin America itself of a model of comprehensive treatment routes, with patient navigation system, and the debate on how the Colombian model improved the level of treatment offered to the onco-hemato patients and is controlling costs in the country.
This panel will benefit payers, decision makers, patient's associations and industry attendees.

Health Technology Assessment: the Way Forward for Latin America
Description
Health technology assessment (HTA) plays an increasingly essential role in improving efficiency in resource allocation. How should HTA respond to the COVID-19 crisis in Latin America? This session brings a panel of experts together to examine the impact of the COVID-19 on the HTA paradigm, how HTA is rapidly changing and evolving for urgent decision needs, and how to better utilize existing capacity and resources within countries and the region. Speakers will share insights on the assessment and uptake of emerging technologies and care pathways including COVID-19 therapies and high-cost innovative treatments. They will also discuss the methodological and policy issues, and present challenges and the way forward.

Value-based Healthcare in Latin America: Turn Expectations Into Reality
Description
Value-based care is a patient-centric model that purports to improve care and save money at the same time. To contain rapidly rising healthcare costs and use resources more efficiently, global health systems have increasingly embraced value-based healthcare (VBHC). How should Latin America countries align their health systems with value-based healthcare focusing on health outcomes and managing health expenditure accordingly? This session will discuss the current landscape of value assessment frameworks in Latin America, the potential benefits of VBHC, stakeholders’ roles in VBHC, contextual barriers and facilitators for VBHC implementation, and potential future impact of VBHC to healthcare in the region. Through case studies, speakers will share their perspectives and experiences in value-based contracting arrangements and address key issues and practical challenges in implementing these agreements.

Closing Session - Integration and Innovation in Health: Positioning for the Future
Description
While many Latin America regional health systems have undertaken numerous healthcare reforms in recent years and achieved progress in health, there is, however, still substantial variation in health equity and healthcare coverage and outcomes in the region. Key questions remain on how to bring greater regional integration and innovation in health for improving healthcare performance and efficiency. In this session, a panel of healthcare and policy experts will share their insights about gaps and untapped potential in Latin America’s healthcare and explore new strategies for innovation and cooperation. The panel will discuss novel and applicable approaches for healthcare financing and innovation including technology investment and assessment, health access and equity, and transparency, and how to deal with longstanding structural challenges including reducing the burden of noncommunicable diseases (NCDs). There will also be perspectives shared on the future path for digital transformation of health for the region.
